Historic and Victorian Cape May’s 28th Annual Halloween Parade played host to a wide variety of costumed characters and was led by Grand Marshall Mayor Dr. Edward Mahaney, Jr., Deputy Mayor Jack Wichterman, and Councilmembers Terri Swain and Deanna Fiocca.
